Trudeau cancelled electoral reform because of how the process was unwinding in committee and because he was afraid of a "fringe" party like the PPC getting enough of the popular vote under proportional representation to get MPs into parliament and be even more disruptive than the Cons have been.
In that case, UU, he should never have vowed that the 2015 election would be the last under FPTP. I took him at his word, as did many others at the time.
We have but two contending parties. Their leaders know their best deal is the current option that allows one side or the other to form a minority government with a low-30s vote share or a majority with a high-30s vote share. FPTP ensures that the troublesome majority, 60+ per cent will be sidelined, disenfranchised and that suits them perfectly.

I feel deceived, Mound, by Trudeau's erstwhile promise. He folded all too readily.
