It once seemed humorous but the frog in the pot of boiling water seems an apt metaphor for this sort of thing. We become accustomed to these reports, viewing them with mild interest as the latest curiosity, but, until they achieve a critical mass of probability, we won't be willing to pay the cost of effective measures - not until it's too late.
