I do believe you have answered the question, John. The Harperites, in their self-righteous zeal, seem to believe that the security gods do indeed smile upon them, and apparently their faith was confirmed in this encounter.
A friend who lives in Ottawa tells me that there is quite a phalanx which accompanies Harper. This confirms his observation.
